Tony Buffum serves as Chief People Officer at Horizon Five, leading talent and resourcing strategy, organizational development, and culture and engagement. He brings more than two decades of global HR leadership experience spanning workforce transformation, organizational design, leadership development, and global M&A.

Tony previously served as Chief Human Resources Officer at FLIR Systems and held senior HR leadership roles at STANLEY Security, Stanley Black & Decker, and General Electric. As Vice President of HR Client Strategy at Upwork, he helped enterprise leaders build more adaptable workforces through flexible talent strategies. He is also co-founder of Human Cloud, connecting enterprises with flexible talent providers.

At Horizon Five, Tony focuses on developing the firm’s practitioner-led team and aligning talent and capabilities with business growth and client needs. He is a frequent speaker on talent, technology, and business transformation.

Tony holds a Bachelor of Science in Industrial and Labor Relations from Cornell University and is based in Charleston, South Carolina. Outside of work, Tony has three teenage children and an energetic Bernadoodle named Indy. He loves theatre, the Dallas Cowboys (most of the time), and traveling.
